Training Analyst (Finance)
The successful candidate will provide services to support ARNG-AV leadership in developing strategies and programs that improve aircrew and unit readiness to ensure the ARNG Aviation force can meet Title 10 overseas combat operations and Title 32 / Title 10 domestic operations. Some travel is required.
Job Requirements:
• Must possess knowledge of OSD, HQDA, ARNG, and FORSCOM training, readiness, policies, procedures, and databases.
• Working knowledge of the SRM (formerly Army Force Generation ARFORGEN strategy), the Structure Manning Decision Review process (SMDR), The Army School System (TASS), and Unit Status Reporting (USR).
• Working knowledge of rotary and fixed wing Aviation force structure including aircraft capabilities, crew ratios, support equipment, and command and control relationships.
• Must have Lieutenant Colonel level experience (or equivalent) and staff experience at the HQDA / Army Service Component Command (ASCC) / Corps level (or equivalent) with direct knowledge related to military aviation operations.
• Must have an active SECRET security clearance.
Preferred Skills
• Monitor training processes in accordance with AR, FC and ARNG 350-1 and 95-1 to ensure training readiness in ARNG aviation units.
• Provide expertise and insight as well as coordination with the ARNG-AV government official in the analysis of resourcing requirements necessary for the ARNG Aviation Training Sites (AATS) to supplement and complement institutional (individual) training programs at the United States Army Aviation Center of Excellence (USSACE).
• Coordinate with USAACE, HQDA, AMCOM, MCoE and the AATS to develop expected student loads and training aircraft requirements.
• Create strategies and courses of action for approval by ARNG-AV to maximize the number of training seats it receives in the SMDR.
• Provide officer, warrant officer, and enlisted training seat calculations to support State and Territory training requirements at the SMDR.
• Analyze previous Fiscal Year Training Resource Arbitration Panel (TRAP) requirements and develop COAs for future year TRAP requirements. Provide COAs to the appropriate government official to support evolving ARNG Aviation training requirements in the budget year of execution.
• Monitor status of Aircrew Readiness Level (RL) training and fill levels of critical special skills, such as maintenance Test Pilots & Tactical Operations (TACOPS) officers for alerted units.
• Support the ARNG Crisis Response Cell (CRC) and/or Crisis Action Team (CAT) during Defense Support to Civil Authorities and prepare directed products that support the ARNG response and recovery effort.
