We are seeking a Sr. Acquisition Analyst to join us in supporting a federal credit union client located in Alexandria, VA. The customer's initiative is to strengthen its overall acquisition support capabilities and is currently undertaking a review of both the existing and proposed contracts portfolio as well as potentially reengineer the acquisition support process.

This Analyst will focus on capturing requirements for two (2) IT systems the organization is replacing. The selected candidate must be familiar with supporting the acquisition process (market analysis, AoA, requirements gathering, solicitation, development, etc.) and COTS products and services.

Qualifications:

  • Bachelor's Degree in related technical discipline, OR the equivalent combination of education, professional training or work experience.
  • Must have a minimum of ten (10) years of experience directly supporting the acquisition of IT goods and services in the federal sector. (Some Civilian Agency experience would be useful.)
  • Must possess demonstrated experience managing the procurement of IT goods and services across the acquisition lifecycle, from planning to contract close-out.
  • Experienced with directly performing, supporting and documenting market research activities in the federal sector.
  • Experience creating and supporting the creation of the full-range of pre-award documents required for federal IT acquisitions.
  • Strong presentation skills with demonstrated ability to influence all levels of management through clear, informed and logical discussions/presentations.
  • Excellent written and verbal communication skills with a demonstrated ability to knowledgably communicate with credibly to senior management and internal constituents. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • BFOQ: Must be a U.S. Citizen with the ability to secure a Public Trust Clearance.

Essential Functions and Responsibilities:

  • Manages the procurement of IT goods and services across the acquisition lifecycle, from planning to contract close-out.
  • Compiles and analyzes data with regard to mergers, acquisitions, and divestitures.
  • Performs integrated revenue/expense analysis.
  • Develops projections, reports, and presentations of the impact of a merger/acquisition on the organization. Identifies trends and developments in competitive environments and presents findings to senior management.
  • Create full-range of pre-award documents required for federal IT acquisitions.
  • Performs financial forecasting and reconciliation of internal accounts.
  • Provide expert support to NCUA staff in the development of acquisition packages, to include: market research; alternatives analysis; cost and schedule estimates; capture of requirements and specifications; pre-award Statements of Work (SOW), Statements of Objectives (SOO), and/or Performance Work Statements (PWS).
  • Evaluate different approaches and sources for acquisition support, and research existing Government-wide contracts for available products and services.
  • Assist in the development and preparation of pre-award Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), Independent Government Estimates (IGCE), and other applicable requirement documents needed.
  • Provide assistance to OCIO in preparing cost estimates. Such assistance may include but is not limited to: research and analysis of past purchases of similar products and services, current market value of the products and services, and other agencies' purchases of similar products and services. Products and services include: identification of applicable labor categories, estimation of required enterprise software licenses (server and user), operations and maintenance costs, and required user training costs.
  • Assist in conducting market research to identify potential sources and contract vehicles of products and services that best fit OCIO project requirements.
  • Maintains current knowledge of relevant technology as well as client security guidelines adhering to such processes and protocol.
