Senior Director, HR Business Advisor (Biotech)
Summary
The Senior Director, Human Resources Business Advisor will provide overall HR leadership, advice and counsel to our International Business Teams including International Programs (Global Health, Education, Livelihoods), Policy and Humanitarian Response teams in support of the successful implementation of the Agency's strategic goals. The Senior Director HR Business Advisor acts as partner and internal consultant analyzing HR issues and challenges and proposing clear, practical solutions. This role reports to the Associate Vice President of Human Resources, and is responsible for developing and executing short and long term strategies to ensure that the systems and processes to attract, develop and retain highly qualified employees are in place.
What You'll Be Doing (Essential Duties)
This role will provide strategic and tactical Human Resources consultation and services to over 300 employees in International Programs, Policy and Humanitarian Response divisions, requiring exercising independent judgement and discretion on significant matters. After VP review and prioritization, objectives in this area will be implemented independently to determine accomplishment, key milestones and overall success.
The Senior Director, Human Resources Business Advisor will lead the HR efforts and partner closely with senior divisional management within the assigned client groups to adapt and implement HR programs for talent acquisition, leadership and development, performance management, compensation and benefits, employee relations and talent review and mobility.
• Provide Strategic Direction: Establish strong engagement across the business teams and act as key contact and resource for the broad range of HR matters from policy communications and interpretation to relationship and change management. Ensure the successful onboarding of new staff. Partner with other parts of HR (Talent Acquisition, Talent Management, Compensation and Benefits, etc.) and other Departments (Finance, IT, etc.) to roll out and support Human Resources and agency-wide initiatives. Supervise, guide the activities of, align with existing policies and practices and professionally develop two Human Resources Business Advisors who also support International Programs and Policy and Humanitarian Response. (25%)
• International Assignments: Support the deployment of approximately 100 expatriate employees (including offers, allowances, onboarding, and special issues) as well as the deployment of short-term emergency responders. Develop and deliver training to managers and team leaders on processes and procedures for international assignments. Represent HR on the Crisis Management Team as the primary HR contact for medical, security or other emergency evacuations. (25%)
• Policy and Cooperation: Liaise and partner with other Save the Children members to harmonize international policies, practices, and approaches such as secondment agreements, international allowances and taxation, international mobility, emergency deployment, child-safeguarding training, staff induction, etc. (20%)
• Performance Management and Issue Resolution – Support managers through the performance appraisal process each year including guidance in setting performance expectations, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies. Serves as a service point for employee relations issues; conducts investigations; provides leadership and counsel to HQ, Field HR and other project staff on employee relations issues and resulting actions (10%)
• Talent Management – Gain thorough understanding of individual competency needs and help senior leadership build strategy and implementation for talent development, leadership development, succession planning, etc. (10%)
• Organizational Design and Change Management – Provide overall leadership and advice to the divisional leadership team in designing organizational structure in alignment with Agency and divisional strategies. Partner with the leadership team to effectively manage change and transition and ensure that the HR perspectives and compliance to agency procedures and other legal standards are considered. Handle Monitor and provide active guidance to employee relations issues as a result of change and transition activities. (10%)
Required Qualifications
• Minimum 10-15 years' experience in area of expertise
• Bachelor's degree or equivalent relevant experience required.
• Strong level of technical and managerial knowledge, skills, courage and experience to lead, coach and develop team of HR professionals, providing the appropriate technical advice, guidance and direction to successfully manage the team's tactical and strategic efforts.
• Must have demonstrated success and subject matter expertise in the support of USAID and other U.S. Government funding agency employment rules and expectations under both Cooperative Agreement and Contract mechanisms.
• Must have established a reputation as a recognized leader and diagnostician representing HQ HR and Field HR matters, with a record of hands-on support to Chiefs of Party (COPs), field HR staff, and others.
• Understanding of international development purposes, approaches and players is required
• Demonstrated ability to successfully influence—often without managerial authority—strategic and tactical outcomes is a must.
• Demonstrated leadership, versatility and integrity
Preferred Qualifications
• Foreign language business proficiency in Spanish, French, or Arabic
