Senior Program Manager (Project Management)



Sierra7, Inc. is seeking an experienced and credentialed Senior Program Manager (PM) who will lead the execution of Sierra7s support for the Department of Veterans Affairs Healthcare Technology Management (HTM) Professional Development Support and Training initiative. This initiative is designed to strengthen the skills, capabilities, and professional growth of VAs HTM workforce through modern training, career development, and knowledge-sharing resources. The Senior Program Manager will provide leadership, oversight, and strategic support and will oversee all program activities, ensure alignment with VA mission and workforce priorities, and serve as the primary liaison between VA stakeholders, contract personnel, and training providers, ensuring the timely delivery of high-quality and compliant program artifacts.

Position Responsibilities:
Provide overall program leadership, strategy, and execution for the VA HTM Professional Development Support and Training Program.
Manage day-to-day program operations, schedules, and deliverables, ensuring alignment with VAs workforce development and healthcare technology modernization goals.
Direct all aspects of contract operational support functions involving multiple complex and inter-related project tasks managing teams of contractor personnel.
Oversee the design, development, and delivery of training, certification pathways, and professional development resources for VA HTM professionals.
Facilitate stakeholder engagement with VA leadership, field facilities, and cross-functional teams to ensure program objectives are met.
Establish and maintain technical and financial reports to show progress of projects to management and customers.
Develop and maintain program management artifacts including program plans, schedules, risk registers, communication plans, and performance metrics.
Monitor program performance, analyze data, and provide briefings and reports to VA leadership and stakeholders.
Coordinate and manage contractor and subcontractor personnel and oversee the successful completion of all assigned tasks and training.
Ensure compliance with VA policies, federal training standards, and accreditation requirements.
Drive continuous improvement and incorporate feedback to enhance program effectiveness, training quality, and workforce satisfaction.
Support change management, communications, and outreach activities to promote adoption of training and professional development activities.
Work closely with Government officials or representatives and customer leadership to communicate milestones and needs to ensure all tasks/training are completed to prevent delay or major work stoppage.
