Procurement Manager (Finance)

Role Description:

Arcadis seeks a Procurement Manager to join the team in the New York / New Jersey area to lead all procurement activities related to the Gateway Hudson Tunnel Project. This includes developing procurement strategies, managing prequalification and tender processes, negotiating contracts, and ensuring compliance with federal, state, and local procurement regulations. The successful candidate will work closely with project management, engineering, legal, and finance teams, as well as external contractors and suppliers.

Arcadis is a part of the MPA Delivery Partner team, charged with supporting the Gateway Development Commission delivering the Hudson Tunnel Project (HTP). We are building this delivery team by combining our existing global and local experts and bringing on the additional required talent that will be necessary to deliver the HTP. We are seeking to engage with technical experts excited by this opportunity who would like to join our locally based teams in New York and in New Jersey.

Role Accountabilities:

  • Develop and implement procurement plans for all phases of the project.
  • Oversee the full procurement lifecycle, including planning, sourcing, evaluation, negotiation, and contract award.
  • Manage RFIs, RFPs, IFBs, and other solicitation documents in accordance with public procurement laws and project requirements.
  • Ensure procurement activities align with FTA, FRA, and other regulatory compliance requirements.
  • Lead pre-bid meetings, clarify bidder inquiries, and coordinate addenda issuance.
  • Evaluate vendor proposals and lead negotiation of terms and pricing.
  • Maintain procurement schedules and track critical path items to ensure timely delivery.
  • Collaborate with internal teams and external partners to forecast material and service needs.
  • Identify procurement risks and develop mitigation strategies.
  • Manage supplier relationships and performance throughout the contract lifecycle.
  • Prepare reports and presentations for project leadership, funding agencies, and stakeholders.

Required Qualifications:
  • Bachelor's degree in Business Administration, Supply Chain, Engineering, or a related field (Master's preferred).
  • Minimum 10 years of procurement experience, with at least 5 years in large infrastructure or transportation projects.
  • Experience managing federally funded procurement processes (FTA/FRA/FTA C4220.1F, FAR, etc.).

Key Skills and Abilities:
  • Strong knowledge of public sector procurement regulations and best practices.
  • Proven ability to manage multiple complex procurements simultaneously.
  • Excellent negotiation, communication, and organizational skills.
  • Proficiency in procurement software systems (e.g., SAP, Oracle, or similar).
  • Professional certifications such as CPPO, CPPB, or CPSM are desirable.

Arcadis offers benefits for full time and part time positions. We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $150,000- $200,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
