Senior Space Systems Engineer, #4684 (Project Management)
This position will work with the Space and Missile Systems Center (SMC), Portfolio Architect Directorate, Chief Scientist with a focus on Science and Technology Acquisition and Development Systems. The candidate shall provide systems engineering, acquisition, and program management support to space science and technology efforts to shape the future of the United States Space Force (USSF) Enterprise Architecture. The candidate shall provide technical mentorship to SMC personnel with respect to experience and understanding of system engineering, acquisition, program management, and critical thinking concerning engineering capabilities, and solutions to current threat environments for National Security Space (NSS) customers. The candidate shall provide active participation in critical technologies and defense industrial base management for NSS with experience in cross-domain architectures to meet the goal of Portfolio Architects cross-enterprise architecting and analysis efforts, providing high quality decision support products to the SMC and USSF senior decision makers for the space acquisition enterprise. The position is full time on-site at LA AFB.
Responsibilities:
Provide advice and recommendations for acquisition, procurement and source selection plans and will develop and oversee requirements to meet program, schedule, contracts and cost constraints for the Chief Scientists Science and Technology (S&T) officePossess experience developing and managing S&T projects; capable of helping with writing acquisition documents, market research reports, acquisition strategy plans, acquisition strategy concepts, early strategy and issues sessions, Requests for Proposals (RFP), Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), Contract Data Requirements Lists (CDRL), data rights attachments, and proposal sections L&M, Delivery Order (DO) study processes and identifying risks, opportunities, and mitigation plansAssist with oversight and execution of the Office of the Secretary of Defenses (OSD) Rapid Innovation Fund (RIF) program to include aiding the government program manager, interacting with OSD RIF program management, performing fact-finding sessions with potential small businesses of RIF projects, working with the Contract Office in awarding and execution of RIF projects and helping with the management of the RIF share drive librarySupport the Chief Scientist with special S&T projectsEvaluate and characterize the known trade-space and ensure requirements mapping of newly developed enterprise-level cross-mission area architecturesSupport defining strategic and operational-level strategy, developing associated architectures, and executing analysis processes to enable risk-informed investment decisions across the NSS enterprise to enable continued application of joint warfighter and National Command Authority effects in, through, and from spaceApply DOD acquisition and management policies, principles, and instructionsAnalyze space enterprise future mission requirements; create technology road mapping, and identify and plan transition opportunities into programs of record and commercializationPrepare draft briefings, reports, trip reports, or papers as appropriate to document meeting results, discussions or evaluation resultsSit in customer location during core business hours (8 am 4 pm)
