Supports all-source current intelligence functions as a Multi-INT and ALL-Source Intelligence Subject Matter Expert. Researches, monitors, and analyzes intelligence data and makes recommendations.
The contractor shall support All-Source Current Intelligence functions providing Multi-INT and All-Source Intelligence subject matter expertise (SME), and shall include, but not limited to, familiarity with Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), Measurement and Signature Intelligence (MASINT), Human Intelligence (HUMINT), Open-source Intelligence (OSINT) and Multi-INT/All-Source reporting mediums, data feeds and data repositories related to all geographic and function combatant commands.
The contractor shall research, analyze and apply IC, DoD and AF policies and directives related to ISR Multi-INT/All-Source operations; build effective Multi-INT/All-Source business processes for day-to-day current intelligence functions and products in support of Commander's Priority Intelligence Requirements (PIR's) and operational directives.
The contractor shall provide ISR assessment and collection management SME supporting the areas of Multi-INT collection capabilities (air, ground, national), Collection Requirements Management (CRM), Collection Operations Management (COM)and Planning and Direction, Collection, Processing and Exploitation.
The contractor shall develop pre-event implementation plans, information sharing partnerships, and analytic outreach methodologies to enable collaborative relationships with subordinate Wings/Centers, the IC, and supported Component Numbered Air Forces (CNAF)and associated AOC(s) worldwide.
The contractor shall develop and execute written TTPs, training plans and methodologies.
The contractor shall research, analyze, and then incorporate all identified gaps and shortfalls related to execution of USAF and IC partner current intelligence functions in the TTPs, training plans, and methodologies.
The contractor shall provide targeting SME support regarding the Joint and Air Force Targeting Enterprise (JTE/AFTE), and kinetic, Electronic Warfare (EW), Information Operations (IO), Space and Cyber targeting.
The contractor shall research, analyze and, with prior government approval, apply IC, DoD and AF policies and directives related to ISR operations in support of full-spectrum targeting, to include but not limited to Target Systems Analysis (TSA), Target Development, Battle Damage Assessment (BDA), Collateral Damage Estimate (CDE) and Target Graphic Production.
The contractor shall provide IC Information Sharing SME support of AF ICD 501 Implementation Management. Support AF compliance with Director of National Intelligence (DNI) policies concerning new and upgraded requirements in regards to IC metadata standards and information sharing mandates.
The contractor shall support the AF IC Element Lead Management and ensure AF intelligence production, collection and intelligence-related information is made discoverable by automatic means per DNI guidance and policies.
The contractor shall understand CID requirements, data link C2 and information exchange systems, requirements, regulations, and TTPs, data standards for translation, integration, and use, National Intelligence Community (NIC) capabilities, processes, guidance, and systems, multi-level security requirements and capabilities, and other applicable and associated data networks, hardware and software.
The contractor shall provide Data Link Operations (DLO) analytical SME support to unit senior leadership, JICOs, and senior duty officers in support of ISR operations worldwide.
The contractor shall review and develop technical documentation such as plans, technical reports, studies, and technical memorandums.
The contractor shall provide primary support for the identification, exploitation, and certification of unique data sources and emerging capabilities that support tactical data link and CID efforts. These efforts shall include but are not limited to: identification and recommended integration of new or unexploited information systems, unique friendly, enemy, or neutral information sources; prioritization of reporting criteria; written recommendations for the development of associated TTP for the timely, accurate, and complete forwarding of tactically actionable and relevant information to specified C2 assets and tactical forces via data links.
