Deputy Project Manager - Section Chief (Finance)
POSITION: Deputy Project Manager - Section Chief
RESPONSIBILITIES:
REQUIRED SECURITY CLEARANCE: Active Top Secret Level Security Clearance based on a Tier 5. Date of last investigation cannot be older than 5 years. Must also be eligible to be cleared to the TS/SCI Level.
* Reports directly to and is responsible to the Project Manager. Supervises employees in Pre-Field section in accordance with company policies, applicable laws and customer requirements
* Represents the Project Manager in their absence as directed by duties of the position
* Oversees and directs all aspects of the case preparation process, to include direct responsibility for meeting and monitoring quality, production, and execution of the operational goals and plans
* Directly manages, mentors, and coaches workforce performance and task competency to meet ISG goals taking appropriate affirmative and corrective actions to ensure success
* Prepares section performance evaluations for approval by the Project Manager
* Coordinates scoping of case work to meet ISG directives and coordinates with all stakeholders to ensure field leads are defined geographically to meet FIS requirements while facilitating the efficient assignment of field leads by Field Operations
* Manages personnel with the assistance of operational performance reports to monitor Pre-Field activities, as well as, cross operational functions, as needed by the Project Manager
* Responds to inquiries and case preparation issues from Field Investigators and Post-Field section
* Provides data for weekly and monthly reports and compiles monthly statistics on noteworthy events
* Assists in staffing for the project which includes attending recruiting meetings and HR coordination
* Coordinates with Project Training Coordinator for PMO training, onboarding, and PMO operational process training
* Works in and master the ISG proprietary case management system and Deltek Time Keeping
* Will take on working group assignments and other duties as assigned
QUALIFICATIONS:
* Bachelor's degree or equivalent combination of education and experience
* A minimum three years program management experience dealing with federal Government contracts
* A minimum of five years total program management experience.
* Thorough understanding of and experience with background investigation process and the Intelligence Community Directive (ICD) 704 requirements and adjudication process;
* Must have experience with the Federal Investigative Standards and SEAD 4 -- Adjudication requirements and applicable policies and procedures;
* Must have thorough knowledge of all aspects of the case preparation process;
* Supervisory or equivalent leadership experience preferred;
* High oral communication skills including the ability to interact effectively with individuals at all levels of the employer's and/or customer's organization;
* High reasoning skills, including ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form.
* High language skills, including ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to present information in an effective manner to senior management.
* Intermediate math skills, including ability to calculate figures and amounts.
* High computer skills and ability to work in a MS Windows based operating environment, including proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail.
