MAJOR FUNCTIONS
The Construction Superintendent will work and manage crews that install sanitary sewer, storm sewer and water distribution pipes and pumping station construction and renovations. Applicants must understand plans and schedules; coordinate all personnel and materials to prevent delays; complete projects according to plans & specifications on time and on budget. The primary purpose of the position is to supervise and direct performance tasks such as installing and repairing underground pipes and fittings including, but not limited to, HDPE Pipe,Ductile Iron Pipe and PVC pipe for water, wastewater and sewer rehabilitation construction projects.
Under general supervision of the Panama City Director of Public Works or assigned designee, the Construction Superintendent will oversee City construction projects to confirm projects are constructed in accordance with design, budget, and schedules. Position requires calling in locates, surveying, verifying rim and inlet elevations and back checking with the City surveyor and/or laser equipment. The Construction Superintendent will verify testing agency or internal staff has current proctors and will schedule and observe testing and inspections.
ESSENTIAL DUTIES
Work is performed with considerable independence under the supervision of the Director of Public Works and is reviewed through observation, conferences, reports and results obtained.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ? Ensures company employees and subcontractors are adhering to the company safety policy Reinforce and constantly support the Citys Policy that Safety Comes First.
Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules
Prepares or reviews reports on progress, materials used and costs, and adjusts work schedules as indicated on reports
Completes Daily Field Production Reports daily
Works with Project Manager and Scheduler in the development and refinement of the project schedule, to keep the schedules properly updated, and see that the job meets the completion dates.
Studies specifications to plan procedures for construction on basis of starting and completion times.
Schedules equipment, tools and materials to be delivered at specific times to conform to work schedules
Performs emergency services related duties as required.

? Applicants should have proven track record supervising and coordinating activities of work crews, reading blueprints and project layout. Applicant must have experience with:
2 to 24 Waterline
2 to 36 Sanitary Sewer Pipe
Storm Water pipe (various sizes)
Pumping Stations

? Ability to clearly communicate information both verbally and in writing while demonstrating outstanding project management and organizational skills.
? Ability to establish and maintain effective working relationships with departmental personnel, management, contractors, consultants and the general public.
? Ability to understand the importance of customer service to the public and effectively communicate and demonstrate such.
? Ability to understand and follow complex written and oral instructions.
? Must be able to manage multiple projects including control of financial and scheduling responsibilities.
? Ability to understand and interpret information from plats, survey drawings and constructiondrawings.
? Experience in plan review and scheduled control.
? Performs emergency services related duties as required.
MINIMUM QUALIFICATIONS
? Strong commitment to safety
? OSHA 10 certification
? Construction Experience: 5 years (Required)
? Site Superintendent Experience: 5 years (Required)
? Proficient with Microsoft Office and other basic computer skills
? Excellent written/communication skills and the ability to work well with others
? Experience working on water/wastewater construction project
? Knowledgeable in general building and site/civil construction
? Knowledge of reading project plans and specifications
? Experience working on public works/various utility companies required
? Experience working on large construction projects
? Ability to handle, fit and install drainage, sewer, water and associated appurtenances
? Solid knowledge of pipe laying methods, practices and procedures
? Demonstrates initiative and reliability with minimal supervision
? Periodic drug screening required
PREFERREDQUALIFICATIONS
? Construction Experience: 15 years
? Bachelors degree in construction management and/or 7 years Pipe/Dirt Foreman/Superintendent experience with water sewer pipe and underground.
? Knowledge of Federal, State and Public Works requirements.
? Ability to initiate and maintain business relationships including working effectively with owners, engineers, co-workers, subcontractors, suppliers, and the public.
? Ability to manage difficult customer situations, responds promptly to customer needs, solicits customer feedback to improve service, responds to requests for service and assistance, and meets commitments.
? Extensive knowledge of water, sewer, storm drain systems, including small and large diameter pipe, boxes, inlets, manholes, grouting, etc. as well as dry utilities as well as other civil related projects.
LICENSES AND/OR CERTIFICATIONS
Possession of or ability to obtain a valid Florida driver license upon offer of employment with adriving record acceptable to the City Driving Policy and insurance program.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the functions of this job.
Physical Ability:
Transitions from indoor to outdoors. Ability to sit or stand for extended periods of time while operating equipment or using tools. Employee will bend, lift, climb, kneel, or squat while moving or lifting heavy materials, forms or equipment. Employee will be exposed to extreme temperatures and conditions such as dirt, dust, fumes and noises while working on construction sites. Employee may be exposed to mechanical, chemical, electrical or fire hazards while preforming duties. While performing the essential functions of this job, the employee is frequently required to lift, move or carry objects up to 40 pounds; may utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating narrow, slippery, or erratically moving surfaces.
Employee must have enough physical stamina to work long hours outdoors, occasionally under adverse weatherconditions as described above. This employee may need to deal with irate customers on occasion.
Sensory Requirements:
Ability to hear, speak, and understand conversation in English in various tones of voice, as well as accents or rapidly spoken in order to be able to do the job. Ability to see, read, and comprehend letters, numbers, words, characters or symbols, which are both large and small.
Ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others. Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
WORK ENVIRONMENT
Ability to work in an outdoor environment with frequent demanding conditions as described in the physical demands paragraph above. Ability to deal with stress related to routine deadlines and occupational problems, which demand immediate attention. Necessary to multi-task successfully. Ability to accept decisions made by others that may be in opposition of own views.
