Paralegal / Legal Assistant (Project Management)
MAJOR DUTIES:
TASK 1: COMPLETE REVIEW OF FILES
Review upwards of 10,000 legal and court-martial case files for qualifying information that must be reported to the FBI.The Contactor shall collect, organize, review and provide information on both oral and written format. The format shall include email, telephone, fax, online databases and reports that are in keeping with policy and basic office, and automation procedures.The vendor shall search and review all courts-martial records for the following information:
Cases that have been referred to a general-court martial for a crime punishable by more than one-year confinement;Cases where military service members have been convicted by a general court-martial for any offense punishable by more than a one-year confinement (regardless of actual confinement awarded);Cases where a military service member has been found incompetent to stand trial or found not guilty by reason of lack of mental responsibility pursuant to articles 50a and 76b of the Uniform Code of Military Justice (UCMJ);Cases where a military service member has been convicted by a special or general court-martial of a crime of domestic violence as defined by a special or general court-martial of a crime of domestic violence as defined by Department of Defense (DoD) regulations;Cases where a military service member has been discharged from the naval service with a Dishonorable Discharge, or a Dismissal (in cases involving officers).
TASK 2: BUILD AND MAINTAIN SPREADSHEETS AND DATA BASES
Accurately populate spreadsheets (Excel), databases (Access, SharePoint, Shared Drives), Navy Case Management Tracking Information System (CMTIS), and Marine Corps Case Management System (CMS) with the reportable information;Format crime reporting information, as required, for reporting to the Naval Criminal Investigative Service (NCIS) as dictated by the Code 40 operating procedures. At a minimum, this will require the following:
a. Identification of identifying and demographic data (e.g. height, weight, eye color, hair color, date of birth, place of birth, SSN, race, and type of crime committed with details),
b. The placement of this data into Excel spreadsheets,
c. The transmission of the data to NCIS, and
d. The updating of Navy databases with the same information;
Data will be saved on shared systems, databases, CMTIS, and CMSAssist in the retrieval of files, originating from the Federal Records Center (FRC), from the government vehicle to the designated location.
PERFORMANCE GOALS
All data must be entered accurately with a less-than 5% error rate;All reports must be collected, organized, reviewed and provided to the Government POC, as required. At a minimum, these reports will be submitted weekly, with more comprehensive reports submitted monthly.Privacy information is safeguarded with no breaches of unprotected information.
SKILLS AND KNOWLEDGE REQUIRED FOR THE POSITION
The qualified individual shall have a minimum of four (4) years Paralegal experience.The qualified individuals must perform and be fluent in the daily use of office automation software such as Microsoft Office Suite and equipment such as shredders, fax, copiers, poster makers, scanners, etc.The qualified individual shall be able to work independently and effectively manage task-related project timelines to meet deadlines.The qualified individual shall be able to work as part of a team comprised of both Federal civilian employees and military legal specialists.Experience with the following preferred:
Department of Defense legal documents such as court-martial records of trial, including charge sheets, reported results of trial, court-martial transcripts, and all associated evidentiary exhibits.Microsoft Office Suite, specifically Excel and Access; SharePoint; Adobe ProNavy Case Management Tracking Information System (CMTIS)Marine Corps Case Management System (CMS)
The qualified individual shall have the ability to lift and move file boxes that weigh upwards of twenty (20) pounds per box.Must keep up to date with the latest requirements/directives regarding the safeguarding, protection and proper use of PII as PII is handled daily and at a high volume.Shall complete annual PII training.
SECURITY CLEARANCE
Candidate MUST possess an active SECRET or higher security clearance, and shall be willing to sign non-disclosure agreements.
Note: Position is contingent upon successful completion of criminal background check, and verification of all employment and education. Applicant must be eligible for work in the United States with appropriate identification/documentation.
Hours of Operation: The contractor will generally perform the services required under this contract within a 40-hour work/week, Monday through Friday.
