MAJOR FUNCTIONS
The Public Works Project Manager is a vital member of the City of Panama City Public Works team. The position is responsible for the day-to-day project and contract management of the city projects. The projects span a number of stakeholders including local, state and federal funding streams. A wide degree of creativity and latitude is expected with extensive coordination and successful completion of projects that are on time, within budget and within scope. The position serves under the direction of the citys Public Works Director.

Assists in the definition of project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibilityCoordinates with internal resources and third parties/vendors for the execution of projects to ensure all projects are delivered on-time, within scope and within budget, and effectively communicates project requirementsDevelops and tracks detailed project plans that can be shared with senior leadership as well as other staff members analyzing performance of short and long-term goals.Develops and tracks internal and external levels of effort per project to align with state and federal reporting requirements for successful project reimbursementSuccessfully coordinates project tasks based on individual requirements.Meets budgetary objectives and makes adjustments to project constraints based on financial analysisEnsures resources/allocations are available for successful project completionManages and communicates changes to project scopes, schedules and costsDevelops spreadsheets, diagrams or process maps to document needs for project management and/or implementationMeets with internal resources and third parties/vendors to take detailed ordering briefs and clarify specific requirements of each projectPerforms other related duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES
Must have proven working experience in project management and/or construction managementMust be detailed oriented and able to effectively manage multiple projects simultaneously; multitask and engage in extensive projects.Possess excellent communication skills (verbal and written) and ability to work well with internal and external entitiesPossess organizational and problem-solving skills.Have the ability to compose correspondence, documents, and reports of varying complexity independently, on a variety of software applications to include MS Office ( Excel, Word, Powerpoint ). Maintain the ability to define problems, collect data, establish facts, and draw valid conclusions.Be able to exercise independent judgment and make decisions in accordance with departmental policies.
MINIMUM QUALIFICATIONS
Must have a Bachelors Degree, Masters degree preferred and experience in scheduling, coordinating and tracking projects and programs. Experience in working across multiple organization levels and with the public sector. Proficient in computer applications such as Microsoft office. A willingness to learn six Sigma ( Green Belt ) desired. Certified Project Management to be desired. A comparable amount of training or experience may be substituted for the minimum qualifications. Must be able to speak, write, and comprehend the English language.

The essential functions of the job require: sitting approximately 3 hours per day, standing approximately 4 hour per day, and walking approximately 1 hour per day. The job requires frequent fine manipulations and occasional bending/stooping, grasping, pulling/pushing, reaching, repetitive motion, and lifting/carrying objects weighing up to 25 pounds.

Work Environment:
The primary duties of the position are split between field and office environmentsInspection duties are required in various city wide building projects
