Acquisition Specialist, #4018 (Project Management)
Responsibilities:
Provide Acquisition/Project management support to SMC/AD
Analyze requirements and integrate those requirements into draft versions of acquisition documents, for Government review and approval. The types of acquisition documents will include but not be limited to: market research, statements of work, statements of objectives, PWSs, acquisition strategy plans, acquisition strategy concepts, early strategy and issues sessions, acquisition strategy documents, contract data requirements lists, data rights attachments, and request for proposal (RFP) sections L&M (instructions to offerors and evaluation criteria).
Recent experience developing and managing Requests For Proposals and Delivery Order (DO) studies processes
Recent experience identifying risks, opportunities, and mitigation plans
Develop acquisition strategies to support key Development Planning and other high priority AD activities
Support development planning, concept engineering, and technology demonstrations to ensure risk reduction
Assist the government in creating acquisition materials enabling Request For Information execution
Establish an interface between cost, schedule, budget, and technical performance
Improve communications between the acquisition organization and program functional areas
Assist the government in driving ideas and technologies through Milestone-B, where applicable
Provide advisory services to SMC/AD
Work closely with Program Control, Contracting, the SMC Acquisition Center of Excellence (SMC/PID) and other SMC functional staffs
Perform tasks across enterprise level down to the Integrated Product Team (IPT) level, as required to assist ADSD with ensuring transparency and synchronization of all ADSD's programs.
Assist the Government with analyzing and managing a library of downward directed acquisition legislation, directives, and letters, including the System Engineering technical processes and Systems Engineering Technical Management processes, understanding the current Government and industry specifications, and tailoring those guidance elements to processes appropriate for ADSD.
Support specific programmatic efforts as well as enterprise level planning for ADSD
Attend customer working groups to develop requirements, constraints and implementation
Sit in customer location during core business hours (8 am- 4 pm)
Prepare draft briefings, reports, trip reports, or papers as appropriate to document meeting results or discussions
Coordinate and schedule meetings as required
Provide meeting minutes, notes, lessons-learned, action-item tracking and reporting for all technical meetings within two (2) working days after the event
