Senior Program Analyst, Defense Security Cooperation Agency (Government)

SPECIFIC JOB DESCRIPTION:
ANSER is seeking Senior Program Analysts to support a Task Order providing the U.S. Department of Defense (DOD) with subject matter expertise (SME) support services to the Assessment, Monitoring, and Evaluation (AM&E) of Security Cooperation Programs. This Task Order will support the Office of the Undersecretary of Defense for Policy (OUSDP) with planning and AM&E support. The focus of this effort is to support the Geographic Combat Commands (GCCs), Services, and the Department in the implementation of the new requirements such as identification of comprehensive institutional capacity building capability opportunities to support security cooperation sustainability, develop logic frameworks, theories of change, and performance indicators to measure progress.
Key responsibilities;
Serves as a senior advisor in the development and implementation of security cooperation programs and activities by working across the Department and with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups.
Advises and participates in assessment, monitoring, and evaluation of security cooperation programs.
Supports OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives and provides interagency coordination in the field.
Keeps abreast of new policies, procedures, regulations, directives, and recommends changes to the agency.
These positions (3 total) will sit at the Defense Security Cooperation Agency (DSCA) in Crystal City, VA. These are full-time positions with an anticipated start date of October 1, 2019. These positions are contingent upon award.
SKILLS & EXPERIENCE:
At least 10 years' experience developing and implementing security cooperation policies, procedures, and programs.
Experience working with USG interagency.
Active secret security clearance required.
Preferred qualifications/experience:
Master's degree.
Expertise in planning, program design and development, and assessment and monitoring, including experience with:
defense institution building/institutional capacity building, logistics, human resource management, resource management, and protection of civilians/SSR/civil sector/human rights.
Knowledge of monitoring and data collection.
Experience working in the Department and subordinate agencies.
Regional expertise and overseas experience.
EDUCATION & YEARS OF EXPERIENCE:
Bachelor's degree and at least 10 years' experience
