Senior Functional Analyst supporting Business Operations for Apache Attack Helicopter Project Office - Provides budgeting assistance to Army Aviation Program by applying financial and budget skills. Confirms current budget availability for Army Program contracts utilizing Army programs, such as General Fund Enterprise Business System (GFEBS). Researches various GFEBS transactions to provide execution status for multiple Funded Programs to provide the most current actions and correct funding errors. Directly involved in the development, implementation and management of acquisition plans and justifications and approvals in support of major contracts to include production, engineering services and logistics support contracts. Provides financial, contracting, cost and programmatic advice to the PM. Familiar with techniques in cross walking contractual budgetary requirements against current year dollars available. Tracking annual budget plans to cost plans. Maintain annual budget expenditures to ensure financial status on a monthly basis. Assists with Military Interdepartmental Purchase Requests (MIPR) to provide funding to and accept funding from various Army and military organizations to accomplish multiple unique requirements in support of the Apache Program. Assists with updating the Logistics Modernization Program (LMP) database to create funding records for Procurement Work Directives for contract obligation for Operations and Maintenance, Army (OMA), Aircraft Procurement. Army (APA), Research, Development, Test & Evaluation (RDTE), and Foreign Military Sales requirements. Assists with executing funding requirements provided through GFEBS to include creating Work Breakdown Structure (WBS), Sales Orders, creating execution reports, and managing Government Purchase card program for OMA, RDTE, and APA funding. Researches available resources including PEO Aviation Headquarters, Army Logistics Center and the Acquisition Center to solve problems and answer suspense's for RDTE, Army Working Capital Fund (AWCFO), and OMA requirements. Supports planning, programming, budgeting and execution of APA, RDTE and OMA funds. Work and communicate effectively both independently and as part of a team in a fast-paced, rapidly changing environment, reacting quickly to changing requirements and schedules. Reports to Apache Programmatic S3 T/L.
