Senior IT Project Manager (Finance)



The County of Riverside Information Technology Department is seeking a Senior IT Project Manager to lead and manage large-scale, enterprise-level software IT projects from initiation through successful completion in Riverside. This leadership role requires exceptional organizational, communication, and strategic skills to deliver critical technology solutions across County departments and services.

The ideal candidate will hold a Project Management Professional (PMP) certification and bring a proven track record in enterprise IT project delivery, with a strong understanding of project life cycle management, risk mitigation, stakeholder engagement, and team leadership. Preference will be given to candidates with experience implementing healthcare technologies.

The Senior IT Project Manager will coordinate with vendors and collaborate with both internal and external stakeholders at all organizational levels. They will be responsible for managing project timelines, scope, resources, and budgets, while ensuring alignment with business goals. The position requires the ability to conduct project planning, define scope and objectives, allocate resources, establish schedules, and track performance metrics. The successful candidate must communicate project status, risks, and issues clearly and effectively, and will be expected to capture, analyze, and document business processes and system requirements in partnership with end users.

This role also includes developing and maintaining comprehensive project documentation, conducting risk assessments, and managing mitigation strategies throughout the project lifecycle. Adherence to established project management methodologies, standards, and best practices is essential. The Senior Project Manager will build and lead high-performing project teams, providing mentorship and motivation to drive success. They must foster strong working relationships with team members, business users, executives, and vendors, and be able to adapt quickly to changes in scope, timelines, or resources. Candidates must demonstrate advanced knowledge in business analysis techniques, including process mapping and requirements documentation, and possess excellent judgment and decision-making skills. A successful candidate will be a team player who embraces change, demonstrates strong problem-solving capabilities, and is passionate about delivering high-quality, user-centered solutions.

RCIT is a full-service provider of IT services including communications, development, security, infrastructure, desktop support, helpdesk, and datacenter services. • Serve as the project lead over enterprise information systems projects requiring the support of multiple staff and the procurement/utilization of significant resources; provide professional leadership, supervision, and support for systems design and development projects; coordinate and collaborate with other project leads and teams.

• Plan and oversee multiple projects to completion; identify scope and objectives; identify deliverables and establish schedules and timelines; assign work to project teams.

• Coordinate and monitor vendor performance to ensure compliance with County standards and specifications; prioritize and schedule major activities to ensure the most effective use of staff and equipment.

• Collaborate with clients to define project scope and review project activities, recommendations, and outcomes; coordinate the use of project resources based on project specifications; communicate and manage relationships with end users, management at any level, staff, and vendors on project issues and status.

• Prepare project documents such as, but not limited to, Project Charter, Project Plan, Project Status Report, Risk Assessment Report, Meeting Agenda and Minutes, Work Breakdown Structure (WBS),scope of work, requirements, feasibility studies, cost/benefit analysis, and quality assurance and control standards; develop project work plans and schedules; monitor project resources including staff time, vendor work, and project budget.

• Provide professional leadership, supervision, and support for systems design and development projects.

• Manage and review project budgets and schedules and prepare progress reports to ensure compliance with project scope and agreement provisions; ensure that multiple projects are delivered on time, within budget, and to customer specifications.

• Identify and highlight risks and issues within the project and escalates appropriately; devise effective mitigation and escalation strategies for projects to address risks and issues.

• Manage, coordinate, plan, direct, and review the work of project personnel in all phases of work; define schedules for project implementation.

• Analyze alignment of project proposals to County objectives and strategies.

• Measure performance using appropriate project management tools and techniques.

• Optimizing and improving processes and the overall approach where necessary. OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in computer science, information systems, management, business administration, or closely related field to the assignment. Possession of a Project Management Professional (PMP) certificate from the Project Management Institute (PMI) is preferred.

Experience: Five years of project management experience with two of those years at the level of a project lead or supervisor over multiple significant and complex technology projects.

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in computer science, information systems, management, business administration, or closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education). Possession of a Project Management Professional (PMP) certificate from the Project Management Institute (PMI) is preferred.

Experience: Five years of project management experience with two of those years at a level that is comparable to an IT Project Manager with Riverside County.

ALL OPTIONS

License/Certificate: Possession of a valid California Driver License is required.

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

Knowledge of: Project management principles, methods and techniques such as organizing and managing a project, developing schedules, identifying critical paths, breaking down a project into individual tasks and delegating assignments to project staff; advanced principles, methods and techniques used in designing, developing, testing and implementing information technology systems; advanced methods and techniques of evaluating business requirements to provide technology solutions; principles, methods and tools of quality assurance and quality control; government contracts, budgeting and purchasing processes.

Ability to: Coordinate and administer large, complex information technology projects; plan, organize and direct the work of technical experts; manage and administer program budgets; prepare or direct the preparation of complex plans, specifications and comprehensive reports; perform difficult technical research, analyze situations accurately and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans for complex IT projects and/or programs; analyze project management problems and develop implementation plans to effect changes; gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.What's Next?
