Program Manager (Finance)
Tetra Tech seeks to recruit a Program Manager to support the U.S. Department of State's Bureau of Overseas Building Operations at U.S. diplomatic facilities. Person selected will be subject to a Suitability Review prior to deployment. This position is subject to contract award.
Program Manager duties and responsibilities include, but are not limited to the following:
The Program Manager will serve as the Contractor's primary day-to-day interface with the cognizant Department of State Contracting Officer and the Contracting Officer's Representative (COR) and shall perform program management functions, to include:
(a) respond to exigent or problem situations as reported or referred by the Contracting Officer or Contracting Officer Representative and coordinate follow-up action as appropriate with Contractor or Government personnel on-site or at headquarters;
(b) monitor Contractor performance of site security services, to include coordinating and ensuring adequate staffing and effective allocation of resources for the Contractor's projects and activities pursuant to any and all Task Orders issued under the contract;
(c) advise and assist the Contractor's Site Security Coordinators, Team Leaders, or other on-site Contractor personnel;
(d) Participate in advance site visits (upon receipt of a new Task Order), conduct random site quality control reviews, and, as needed, visit a project site to ensure problem resolution.
U.S. Citizen
Must have and maintain a Top-Secret U.S. Government Security Clearance
Capable of reading and speaking English, and be able to write legible, concise reports in English.
The candidates resume for the positions of Program Manager shall have at least five (5) years of substantial "hands-on" experience in one or more of the following areas:
Overseas and Domestic Construction Security including, but not limited to, construction security surveillance, technical surveillance countermeasures, industrial or government security involving counterintelligence, construction quality assurance, construction supervision;
Logistics Planning and Management including, but not limited to, providing or coordinating acquisition of staff, material, transportation, passports/visas, and local housing in support of the overseas operations of the Offeror or its customers in both routine and urgent situations;
Overseas and Domestic Building and Site Security including, but not limited to, access control with respect to personnel, vehicles, and equipment, after-hours inspections, perimeter and internal surveillance, inspection of all persons, packages, inspection (via metal detectors, X-ray, visual examination or other means).
