Chief Operating Officer (Finance)
The COO also directly oversees the activities, operations, and resources of three Board divisions - the Management Division (MGT), the Division of Financial Management (DFM), and the Division of Information Technology (IT)) as well as the Offices of Diversity and Inclusion (ODI) and the Chief Data Officer (OCDO) by providing strategic direction and leadership to the officers responsible for these areas.
II. Major Position Responsibilities
Major responsibilities of the COO include the following:
1. Chairs the ECB, which is collectively responsible for the management of the Board pursuant to oversight and guidance from the Chair and the Administrative Governor.
2. Provides analysis and advice to the Chair and the Administrative Governor on the operations of the Board, and the external environment as this currently or potentially affects those operations.
3. Provides administrative oversight of the Board's operations and resources, including developing, implementing, and measuring performance against the Board's strategic plan/direction as well as developing an enterprise view of risk management.
4. Keeps abreast of legislation affecting the Board's internal administrative and operational policies.
5. Ensures that the Board complies with applicable laws, regulations, directives and internal controls.
6. Provides managerial direction and strategic leadership to the directors of MGT, DFM, and IT, and the officers in OCDO and ODI.
7. Fosters a Federal Reserve System perspective and supports alignment of Board administrative direction with Reserve Bank operations as appropriate.
8. Provides oversight of the Board's operations and resources in MGT, DFM, IT, OCDO, and ODI.
9. Develops staff for succession to key positions within these areas.
10. Provides oversight of the EEO/Diversity & Inclusion program, which promotes the full realization of equal opportunity and diversity at the Board.
