Manager, Plant Operations and Maintenance (Finance)
Job Summary:
Plans, coordinates, manages, and provides strategic leadership for the daily activities of in-house technicians and custodial workers at facilities owned or leased by the Bank as necessary to provide a safe, comfortable, effective, and efficient operating environment. Conducts frequent inspections for quality control purposes. Supervises facility usage, operations, and equipment maintenance. Provides appropriate physical facilities to enable departments to meet their changing responsibilities. Participates in defining and monitoring annual and long-term budgets and operating metrics. Develops and administers Facility policies.
Principal Duties and Responsibilities:
Provides a safe and habitable environment throughout the facilities for employees, tenants and visitors.
Ensures that all aspects of buildings owned or leased by the Bank are compliant with applicable codes and standards, including but not limited to Life Safety and Fire Codes, Occupational Safety and Health Administration, Accessibility Guidelines for Buildings and Facilities, American Society of Heating Refrigeration, and Air-conditioning Engineers, Inc., ADA Accessibility Guidelines for Buildings and Facilities, and the Clean Air Act.
Ensures the effective day-to-day management of physical assets of the organization and ensures that these assets are properly maintained for the smooth flow of business activities (while working within budget constraints). Increases efficiency, improves customer satisfaction levels, and manages the assets of the organization in the most cost effective manner.
Establishes building standards and ensures that daily operations meet these standards and that replacement projects and large scale improvements comply with these standards.
Participates in the implementation of upgrades to the plant systems and ensures that the designs meet the objectives of the department and that the implementation is supported by the department's technical staff.
Oversees the work order process. Ensures that work orders are assigned and completed in a timely manner and that the system meets the needs of the end users, service providers and department management in maintaining the building's environment and its assets.
Oversees the building management, fire alarm, and lighting systems. Ensures that they provide appropriate control and reporting mechanisms for the existing elements of the system and new components as they are needed. Coordinates with Information Technology Services for technological needs.
Contributes to the establishment of the Department's Operating Budget and closely monitors and controls its application. Establishes annual goals and objectives to meet operating budgets.
Provides long-range planning and budgeting information on plant infrastructure that can be integrated into the Department's financial forecasts.
Monitors and analyzes energy usage and maintains a data base of information related to electrical power, natural gas, diesel fuel and water. Establishes projections of future requirements and suggests programs that will maintain or reduce this usage.
Engages in frequent communications with service providers and maintains a working knowledge of all vendor contracts so as to ensure specifications and service level agreements are met.
Exercises usual authority over employees by overseeing employee selection, work assignments, training, discipline, and evaluation. Reviews compliance and training activities and ensures that the staff are informed and participating in the training efforts.
Communicates problems and concerns to the Facilities management team. Informs in-house staff of procedures, policies and pending initiatives in a timely fashion. Effectively utilizes Bank communications media to disseminate information to building occupants.
Fosters an environment in which employees are actively encouraged to identify and implement departmental and Bankwide quality improvement initiative.
Maintains an active training and certification program for department staff.
Provides oversight of the procurement of reoccurring supplies and services, components required to address equipment repairs and material needed to complete work orders and other similar scale initiatives, and coordinates these activities with Procurement.
Ensures that the operations of the Facilities incorporate actively pursue programs related to industry best practices on issues related to sustainability and environmental stewardship.
Fulfills job duties and responsibilities in conformance with sound safety practices.
Actively involved in the accomplishment of departmental and Bankwide quality initiatives.
