Project Management Support III - Earned Value Management (Finance)
Qualis Corporation is seeking an Earned Value Management Specialist (Project Management Support Level 3) to perform Earned Value Management Advisory and Assistance Support (A&AS) functions for the 782 Test Squadron (782 TS). The 782 TS manages the 96th Test Wing's major ground test facilities; Guided Weapons Evaluation Facility (GWEF), Joint-Preflight Integration of Munitions and Electronic Systems (J-PRIMES), and Seekers and Sensors. The 782 TS mission is to provide simulation and signature resources and expertise to support test and evaluation (T&E) of guided munitions systems for the warfighter. This position is in support of the Technical Management and Advisory Services contract, Range Task Order and is located at Eglin AFB, FL.
Essential Functions
Provide expertise in project estimating and earned value (EV) management related tasks for large and complex federal agency system implementation projects and to support critical program objectives.
Support creating, defining, and implementing the EVM process based on an existing Microsoft Project Integrated Master Schedule (IMS)
Support key aspects of the Earned Value Management (EVM) lifecycle, including detail planning, monthly status, change request creation, variance and Estimated Total Cost (ETC) analysis, bottom-up Estimate at Completion (EAC), and other program specific performance reviews.
Coach and mentor project team members (incl. government and contractor staff) on EVM as needed.
Develop and conduct appropriate one-off review meetings at the conclusion of key efforts during which project teams present its work to its functional management for approval and awareness. The EVM specialist will ensure both key findings {such as risks, scope issues, cost increases) and any data quality issues with the team's EV work, are fully addressed with management in the reviews.
The EV Specialist will guide project teams in accurate and effective EVM including:
Development and execution of monthly reports
Analysis of those reports, communication of key findings, and providing direction project times on how to address key findings.
Provide liaison services with sub-contractor EVM team
Education and Experience Qualifications
Bachelor's degree in related field with 3-10 years' experience required. May substitute experience for education with customer approval.
Minimum of 3-5 years of experience in project management environment required.
Experience with earned value management and earned value practice required.
Must have demonstrated experience to define/develop/implement EVM System and Processes for projects/programs without previous documented EVM systems/processes.
Must have experience with performance of analysis, reporting, and change management activities with Earned Value Management System.
Experience with scheduling software such as MS Project required.
Experience with MS Office products required.
Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.
Must exemplify a dedication to achieving the mission of the 728th TS as well as high standards of quality and excellence in performing the duties.
Must be able to work effectively alone, unsupervised, or within a group
Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
Must be willing to travel up to 10%.
Must be willing to work overtime
Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines to include EVM policies and guidelines.
Must have ability to quickly understand the customers overall technical objectives and mission and provide effective solutions.
Security Clearance
Must hold an active Department of Defense Secret Security Clearance with investigation of within 6 years.
