Provide advisory services and staff support to Ethics Office executives and managers on a full range of issues related to the support of all NIBIB.
Provide accurate recommendations on the interpretation and application of statutes, regulations and policies with regard to review of all Confidential Financial Disclosure Forms (OGE-450) such that they can be certified by the DEC.
Provide accurate recommendations on the interpretation and application of statutes, regulations and policies with regard to review of all Public Financial Disclosure Forms (SF-278) using the NIH Enterprise Ethics System such that they can be certified by the DEC.
Provide accurate recommendations on the interpretation and application of statutes, regulations and policies with regard to review of all Annual Report of Outside Activities (HHS-521) forms such that they can be certified by the DEC.
Assists with coordinating and reviewing other ethics activities as needed, including official duty activities, outside activities, honorary degrees, awards, widely attended gatherings, CRADAs, clinical protocols, Material Transfer Agreements, waivers and authorizations, HHS-716 review, and the like, so that they can be signed by the DEC.
Works directly with Institute staff members and/or Advisory Council members (as determined by the OAM Director) to assist in meeting requirements for the ethics program.
Assists with reviewing travel documentation for ethics purposes (i.e., sponsored travel).
Provide ethics training to NIBIB staff.
Attend meetings of the DECs and Ethics Coordinators.
Assists with responding to ad hoc ethics inquiries from Institute staff.
Assists with the preparation of other reports as may be requested by the NIH Ethics Office during the course of the project period.
Assists as the NIBIB Ethics Liaison with the NIH Ethics Office.
Qualifications
Juris Doctorate Degree Preferred
Minimum of 3 years of experience reviewing confidential and public financial disclosure forms (OGE-450 and SF-278, respectively)
Experience in coordinating and reviewing ethics activities as needed.
