IT Application Developer III (Finance)



Riverside County Information Technology (RCIT) is seeking an experienced IT Application Developer III to support its Enterprise Applications division in Riverside, CA.

This role focuses on the administration and development of the ServiceNow platform, with key responsibilities in IT Operational Management (ITOM) module administration, and Configuration Management Database (CMDB) management.

The Applications Developer will lead the design, configuration, and enhancement of ServiceNow workflows, forms, and approval processes across modules such as Information Technology Service Management (ITSM), Customer Service Management (CSM), and IT Operational Management (ITOM). The position will also be responsible for maintaining and governing the CMDB to ensure data integrity, service mapping, and support for IT operations.

In addition to technical administration, the role involves preparing reports, performing platform upgrades, and managing ServiceNow projects through their full lifecycle-from planning and analysis to execution and delivery. The successful candidate will collaborate with both internal teams and external partners, often coordinating multiple project components simultaneously.

Competitive applicants will possess:
• ServiceNow Developer/Administrator: Hands-on experience in ServiceNow platform development and administration, including scripting, workflow automation, and configuration. Proficiency in working with modules such as ITSM, ITOM, ITBM, and CSM, along with familiarity with the Glide API.

• Proven experience as an Application Developer or similar role, with a focus on development as a core skill.

• Demonstrated expertise in requirements gathering, technical documentation, and project management.

• Familiarity with Wrike, Microsoft Project, ServiceNow Portfolio Project Management (PPM), and reporting/analytics tools (Power BI).

• Excellent communication, analytical, and problem-solving skills.

Preferred qualifications include:

• Four years of journey-level IT applications developer experience, with one year in a lead or technically advanced capacity.

• Two+ years in ServiceNow ITSM, CSM, and/or ITOM.

• One+ year in Power BI report/dashboard building.

At this time, the position offers the opportunity to telework based on business need. This role requires employees to report to the office at least twice per month and may be required to attend additional in-person meetings as needed. Telework arrangements are subject to change at the department's discretion.

• Coordinate version and change control processes and procedures; implement new and modified processes and systems by performing design, web development, installation, and testing; lead design reviews.

• Assess available technology for production and development projects; conduct business process systems analysis; conduct inspections and complaint investigations.

• Develop and maintain business applications; gather and determine user requirements.

• Generate, develop, and modify reports for management and stakeholders; write reports and queries when needed.

• Synchronize data and ensure data is transferable; extract data and customize based on server requirements.

• Troubleshoot system issues and make recommendations for solutions; research new technology and determine best products for web applications.

• Write and test programming code to create new business applications and interfaces, or maintain/modify existing business applications.

• Conduct business and systems analysis on development projects; implement the full software development cycle, including design, planning, programming, and testing to ensure performance efficiency.

• Create and modify tables and store procedures; perform daily data integration between new and existing applications.

• Perform data modeling.

• Prepare technical documents (e.g., process specifications, diagrams, and flow charts) and user manuals; update documentation.

• Research, evaluate, and test proposed network products, product versions, and systems solutions.

• Develop quality standards based on industry standards and evaluation of available technology and resources.

• Coordinate version and change control processes and procedures.

Key Responsibilities

• Administer and enhance the ServiceNow ITOM module, including discovery, event management, and service mapping, to support proactive IT operations and infrastructure visibility.

• Maintain and govern the CMDB, ensuring accurate relationships between configuration items (CIs), services, and business processes.

• Design and optimize ServiceNow workflows, forms, and integrations using Flow Designer and Automation Engine to streamline service delivery and reduce manual effort.

• Support the continuous improvement of the ServiceNow Service Catalog by developing new catalog items, maintaining taxonomy, and improving user experience.

• Facilitate business process analysis and design workshops to gather requirements, evaluate solutions, and document workflow improvements.

• Continuously assess and refine operational and technical processes to improve delivery efficiency, enhance service quality, and support strategic growth initiatives.
• Manage large, cross-functional project teams while maintaining alignment with organizational goals through effective stakeholder communication and engagement.Education: Bachelor's degree in business administration, information technology, computer science, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (IT job-related experience may substitute for education on the basis of 30 semester or 45 quarter units equaling one year.)

Experience: Four years of successful journey level IT applications developer experience, one year of which included either lead duties or technically advanced IT job-related work. (One year of experience as an IT Applications Developer II will satisfy the one year of lead or technically advanced experience requirement.)

Other Requirements

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

Knowledge of: The principles, methods, and techniques used in the course of work for the IT Applications Developer series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Writing code and scripts; writing process descriptions; prepare flow process diagrams and other design graphics; application of industry and corporate standards and conventions; installation, testing, and migration process and techniques; quality and version control processes; writing and modifying technical documentation; using Software Development Life Cycle (SDLC) methodologies.
