Type of position:Full-time Hours: 40/WeekExempt MAJOR FUNCTIONS This is highly responsible administrative and technical position which provides management of all employees andactivities of the police departments Communications Services Unit. Work is performed with considerableindependence and latitude in the conduct of communications operations which reports to the Support ServicesSection Captain of the Panama City Police Department. Responsible for managing and maintaining allcommunications services for the Panama City Police Department, Panama City Fire Department and after hoursresponsibility for the Panama City Utilities Department. This includes overseeing supervisory work involved inthe daily operations of a communications and information retrieval system for these departments.This position is classified exempt in accordance with the Citys municipal code 2-166 and FLSA standards and isnot subject to civil service. Manages the Assistant Manager, Communications Supervisors, Telecommunicators and is responsible forthe effective operation and security of the Communications Center as prescribed by department standardoperating procedures, state and federal laws and FCC regulations.Prepare work schedules to ensure maximum utilization of personnelMaintain current radio license for all radio frequencies per the Federal Communications CommissionguidelinesManage the training and certifications of new hires, in-service training and re-certification of experiencedpersonnel to ensure compliance of all personnel with all state requirements. Screen, test and interview prospective employees as needed Evaluate, counsel, reprimand, and recommend termination of employees as necessary Assist the Florida Department of Law Enforcement with their annual audit of the FCIC Criminal JusticeInformation SystemAct as a liaison for the communications center and interacts with related departments and agencies. Serves as the agencys Terminal Agency Coordinator and maintains compliance with FDLE standards.Monitor trends and changes in Public Safety Telecommunications procedures to include regulatory andstatutory requirements.Perform assessment of workloads, personnel requirements and shift requirements. Makesrecommendations for scheduling and operations standards to achieve maximum efficiency.Able to work any shift necessary and subject to recalls for emergencies. Other duties as assigned by the Chief of Police. MINIMUM QUALIFICATIONS Bachelors degree from an accredited institution in a law enforcement or communications related field. Ability to operate windows based computer program, Spillman, TRACS and Data Pursuit software. Ability to communicate effectively and tactfully with persons of all levels of society. Completion of the APCO Communications Center Supervisor course post-employment. Completion of all state certification requirements within 6 months of employment. A comparable amount of training or experience may be substituted for the minimum qualifications.
