Associate Director, Humanitarian Finance and Compliance (Creative Design)
Summary
The Associate Director, Humanitarian Finance and Compliance will manage the Humanitarian Finance and Compliance (HFC) Unit in the Department of Humanitarian Response (DHR). The Associate Director will supervise a team of award finance and compliance specialists and senior specialists, and supports them with their work and portfolios. The role will work closely with the Humanitarian Program Portfolio Unit to ensure coordinated and effective management of response-specific awards that the two units jointly manage. This role will report to the VP, Humanitarian Response.
The Associate Director will be responsible for compliance with Save the Children's accounting policies and donor requirements. This role will ensure accurate, complete and reliable financial information is maintained in both award and financial systems and ensure the proper and timely close-out of awards. This role supervise staff who participate in the development of cost proposals related for response-specific awards.
They will be liaising with relevant stakeholders, particularly with the Humanitarian Program unit and finance (headquarters), and country office award and finance teams, escalating issues to leadership as needed. The role will contribute to determining and implementing process improvements. The Associate Director role in represent the unit at internal meeting.
What You'll Be Doing (Essential Duties)
Unit leadership and staff management (65%)
Manage the Humanitarian Finance and Compliance unit in DHR, ensuring that the unit and unit members have clear and prioritized workplans, keeping the head of DHR informed of any major issues affecting the unit and awards under management.
Lead, supervise and develop a team of program staff. Oversee recruitment, orientation, development of individual and unit work plans, performance evaluations, objectives, professional development opportunities, timesheet management/approval, and provide training and supervision of day-to-day tasks as appropriate.
Serve as backstop and support for team members in the finance and compliance aspects of award management. Help team members Identify problems and develop plans to address these issues. Monitor finance and compliance risks. Work with CO leadership to agree on risk mitigation strategies; escalating issues as appropriate. Ensure that awards are closed out on time and in keeping with SC policies and procedures.
Collaboration and coordination with other units and departments (15%)
Work closely with the Humanitarian Program Portfolio (HPP) unit to ensure coordinated award management of jointly managed awards, including preparation for DHR award manager meetings. Coordinate with other DHR units and with other SCUS teams as appropriate.
Participate in DHR and HBT team and management team meetings as required. Serve as budget holder for the HF&C unit.
Donor account support (10%)
In collaboration with the Director, Humanitarian Partnerships, serve as the financial focal point person for one of DHR's key institutional donors; and ensure that a financial focal point person is assigned for the other institutional donors. Responsibilities as the focal point include:
Maintain strong expertise of Save the Children policies, donor rules and regulations and procedures. Attend trainings as needed in order to accurately monitor and review compliance. Support department to maintain knowledge management systems around financial compliance.
