SME/Financial Analyst, Defense Security Cooperation Agency (Finance)

SPECIFIC JOB DESCRIPTION:
ANSER is seeking an experienced Subject Matter Expert (SME)/Financial Analyst to support a Task Order providing program management support services to the Defense Security Cooperation Agency (DCSA). The SME/Financial Analyst will support the monitoring and reporting of program execution.
This is a full-time position based at DSCA in Crystal City, VA. The anticipated start date is October 1, 2019. This position is contingent upon award. Responsibilities include:
Programmatic and administrative support;
Assisting in coordinating and facilitating information;
Fostering interdepartmental relationships;
Performing research;
Analyzing data;
Producing weekly execution monitoring reports;
Budget management;
Supporting the production and delivery of the 333 Quarterly Monitoring Report.
SKILLS & EXPERIENCE:
A minimum of three (3) years of work experience (within the last five (5) years) related to a solid understanding of financial and program management.
Strong computer, analytical skills, and the ability to research and communicate effectively in writing.
Flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management staff and Department of Defense (DoD) counterparts.
Knowledge and prior experience in financial management and project management.
Understanding of budgeting and appropriations as it relates to program execution.
Ability to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, Military Departments and in Country Security Cooperation Officers.
Proficiency in MS Office Suite applications Outlook, Word, Excel, and PowerPoint.
Proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets.
Ability to transfer presentation graphics from Excel into PowerPoint or Word.
Active secret security clearance required.
Preferred Requirements:
Experience in related security cooperation areas and programs, such as BPC programs, military requirements and capability development, and Section 333.
Experience in congressional correspondence, budget development, and/or process improvements.
Proficiency with SharePoint, Access database, graphical arts, and media presentation.
EDUCATION & YEARS OF EXPERIENCE:
High School Diploma/GED and a minimum of three (3) years of work experience (within the last five (5) years) related to a solid understanding of financial and program management
