Description
The Contractor shall support the implementation and exercise of Original Classification Authority (OCA) in accordance with EO 13526, “Classified National Security Information,” and DoD 5230.30-M, “DoD Mandatory Declassification Review Program” in direct support to the National Guard Bureau J2.
Duties and Responsibilities
Conduct background research and gap analysis on Government best practices involving the procedures required for the development of operational functions regarding OCA and provide daily report outlining research results.
Provide drafts of routine provisions of DoD classification and declassification procedures for Government review and incorporation into a Chief National Guard Bureau Instruction (CNGBI) on OCA and deliver drafts to the J24.
Conduct background research and gap analysis on Government best practices involving the procedures required for the development of standard text and protocols for Government development of Security Classification Guides (SCGs) and provide a daily report outlining the results of this research.
Create draft training materials and a draft training syllabus on the proper exercise of classification and declassification authority policy and guidance as well as update the training materials quarterly.
Perform a quarterly training for National Guard Bureau staff at Arlington Hall Station.
Review daily requests for classification and declassification against Executive Orders and DODM's.
Analyze the routine and standard procedures for the exercise of classification and declassification authority, and provide draft recommendations.
Prepare draft references and other supporting documentation such as DoD Regulations, Executive Orders, Case Studies, to support Government decisions in Mandatory Declassification Reviews (MDRs) and deliver the draft references to the J24.
At an average of 8 times a Month the NG-J2 receives requests from the NG-Public Affairs Office; support NGB Public Affairs requests to screen publications for classified content and other Government agency equities in the context of review for public release, and will refer non-routine questions to NGJ2 Government officials for decision along with supporting references. Per each NGB Public Affairs request, perform background research on the applicability of NG-J2 policy, procedures and guidance that impact the request.
Conduct routine daily Automatic Declassification Reviews and recommend non-routine questions involving, possible exempted material and other Government agency equities to NG-J2 Government officials for resolution along with supporting references. For each ADR, analyze the ADR and provide the J24 with a draft recommendation and references for resolution.
Provide a bi-weekly activity report (WAR) that mirrors the corresponding invoice periods. This report shall include activities and tasks performed by the contractor during the week, and incorporate a status on open and closed action items.
Provide quarterly drafts of mandatory reports of NGB classification and declassification actions to the J24. This report shall outline a running total of classification and declassification actions.
The NG-J24 receives on average five (5) requests through staff action systems regarding NG-J2 program equities. The contractor shall conduct background research and prepare draft recommendations to satisfy the requests. All requests shall be reviewed and approved by the NG-J24.
Knowledge, Skills and Abilities
Completion of specialized training in E.O. 13526 requirements, the declassification analysis process, use of classification guides, recognition of National Guard equities, proper disposition of documents reviewed and master of automated tools and tracking system.
Knowledge of automatic and mandatory declassification.
Excellent written and oral communication skills.
Security Requirements
The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the government's discretion. In this event, you will be required to obtain and maintain a required TS/SCI Clearance or higher for the duration of your employment. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.

Educational / Work Experience
Possess a Bachelor's Degree; additional years of experience may be substituted for education.
5+ years of experience working in the declassification or records management area.
Knowledge of or support to National Guard in this capacity is preferred.
