Change Manager - Gateway (Finance)

Role description:

Arcadis is seeking a highly skilled and motivated Change Manager to support one of the most iconic and consequential infrastructure initiatives in the United States - the Gateway Hudson Tunnel Project (HTP).

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program - one of the most ambitious and impactful transportation initiatives in the nation - and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:

  • Provide administrative processing of change orders and associated revisions to Design-Build Contract documents, maintain "control copies," distribute to those assigned "conformed Design-Build Contract," and perform audits periodically at the Design-Build Contract Field Management operations to maintain consistency and document control conformity as it relates to Design-Build Contract documents.
  • Coordinate, recommend, and provide contract support for the construction team to ensure prompt processing of change orders as well as ensure contract conformity.
  • Follow the approved Change Order procedures in identifying, analyzing, clarifying, resolving, negotiating, and processing, including the maintaining of change logs that identify pending changes, probable changes, changes in the change order process, and authorized Change Orders.
  • Provide cost and engineering estimating services to review and recommend action regarding Design-Builder change requests, value engineering change proposals, claims, and provisional sum work.
  • Support Sr. Contract Administrator with change orders proposals, change orders, and claims
  • Determine merit, evaluating and estimating level of effort for hours and costs, negotiating with the contractor and writing up Findings of Facts and Records of Negotiation.
  • Prepares independent estimates on change proposals and new directives, and recommends an equitable adjustment per contract specifications and requirements.
  • Supports quantitative risk analysis and cost forecasting activities and prepares rough order of magnitude estimates where required.

Qualifications & Experience:
  • Bachelor's degree in Engineering, Construction, a related field or equivalent work experience.
  • 10+ years of experience in change orders for large infrastructure/construction projects.

Key Skills and Abilities:
  • Proven experience in change management and claims resolution within large construction projects.
  • In-depth knowledge of civil construction processes, contracts, and claim resolution techniques.
  • Strong analytical skills and attention to detail.
  • Excellent communication and negotiation abilities.
  • Familiarity with relevant laws, regulations, and agency-specific procedures in civil construction claims.
  • Ability to work collaboratively with cross-functional teams

Arcadis offers benefits for full time and part time positions. We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $120,000 - $186,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
