Navarro Research and Engineering is recruiting a Senior Project Cost Estimator in West Valley, NY.

JOB SUMMARY / PURPOSE OF POSITION

Generates cost estimates for equipment/construction packages. Conceptual and detailed estimates are utilized by budgetary, scheduling, purchasing and construction groups for their respective monitoring functions.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

1. Maintain a safe and healthful work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.

2. Implement standards contained in the Company "Code of Business Ethics and Conduct," Corporate EEO practices, and DOE directives.

3. Provide detailed fair cost estimates for procurement functions including vendor evaluation and negotiations.

4. Participate in negotiations in conjunction with Procurement Department subcontractors representatives.

5. Relate individual procurement/construction estimates to system costs and total project costs as a support functions to the TEC/CDR validation presentation.

6. Support management in analyzing alternatives in funding strategies and budget development.

7. Review engineering drawings and specifications for correctness during estimating function, assist in identifying potential problem areas in bold packages, serve as checker.

8. Suggest possible cost saving alternatives to Management/Engineering during estimating function, assist in identifying potential problem areas in bid packages.

9. Support the Cost Estimating staff through cross-training activities.

10. Provide conceptual type cost estimates for value engineering studies or budgeting purposes.

11. Contribute to team effort by accomplishing related results as needed.

12. Regular attendance is required.

Requirements

Education/Experience:

BA/BS in Engineering or Business Administration plus a minimum of eight (8) years of related experience or the recognized equivalent combination of education and related experience.

Other Requirements:

Must possess working knowledge and experience with Microsoft Office products especially Excel.

Must possess mastery knowledge of project integration theories, concepts, techniques, procedures, and practices to successfully complete moderately difficult work assignments. Must be able to identify and resolve a side variety of complex assignments. Must possess highly developed organizations skills and be able to manage projects and special assignments to deliver results on time and within budget.

Must be able to work independently under consultative direction, technically competent to work on the most complex activities and recommend changes in systems and procedures. Must be able to act as lead person or technical expert to direct the work of others, develop and implement special projects and resources, write procedures, and guidelines.

Must be able to use independent judgment to provide solutions to a wide range of complex problems. Must possess advanced knowledge of the industry-specific software.

Must be able to perform broad and intensive practices to establish concepts, theories or programs, or to resolve complex problems.

Must be able to interface with individuals or groups from inside and outside the organization. Must be able to influence, motivate, investigate, or direct individuals in accordance with project integration principles, theories and laws.

Must justify, defend, negotiate, or settle matters involving significant or controversial issues.

Must possess good verbal and written communication skills to assist in preparing materials for presentations, reports, and bid packages.

Must have the ability to arrive at a meaningful and fair estimate utilizing preliminary information. Requires strong communication skills in order to obtain information from Engineering and Estimating groups.

Must have the ability to read blueprints, specifications and other related documents.

Must be able to interface with individuals or groups from inside and outside of the organization, senior management, as well as high-ranking officials from outside the organization. May be required to make presentations to employees, managers, senior and/or others.

Must be persistent in pressing for complete conceptual information and use foresight for "filling-in" some inadequacies. Definition of scope and intent of conceptual estimates is the most difficult task of estimating. Estimates are vulnerable when information used to develop conceptual estimates is poor, in a state of evolution, or incomplete.

Must be able to converse with technically oriented personnel regarding the nature of the task the estimator is charged to assign costs to. Ability to ask pertinent questions to assure reliability of the information used in the estimate.
